Process of redress of grievances
Different kinds of grievance reddressal mechanisms are in existence such as:
- a) Staff Grievance Resolution Mechanism A Grievance Committee is constituted in our organisation to examine grievances on service matters of all categories of staff and officers.
- b) Internal Complaints Committee An Internal Complaints Committee is existing in the Centre as a grievance redressal mechanism for handling cases of sexual harassment at workplace as per 'Prevention of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal )Act, 2013'. The committee consists of a senior level woman employee and other members with one member from amongst Non- Governmental Organization as mentioned in the Act.
- c) Pensioner's Grievances The grievances of the pensioners can be sent through Pensioners Portal in the link provided (https://pensionersportal.gov.in).
- d) CPGRAMS Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is an online platform available to the citizens 24X7 to lodge their grievances to the public authorities on any subject related to service delivery. It is a single portal connected to all the Ministries/Departments of Government of India and States. Every Ministry and States has role-based access to this system. CPGRAMS is also accessible to the citizens through standalone mobile application downloadable through Google Play store and mobile application integrated with UMANG (Unified Mobile Application for New-age Governance) for availing many Govt. services with a single app. The public have an opportunity to submit representations against any aggrieved matter to the department through the portal. On filing the application in the portal the same will get transferred to the concerned office. The grievance officer concerned (Head, P&GA, VSSC) will forward the representation to the Section/Division concerned seeking the feedback and the details. The representation will be examined with reference to the rules/procedures on merit basis and the matter will be brought to the attention of the competent authority in the department for taking the final decision on the matter. The final decision will be intimated to the concerned Division/Section for taking further action with due intimation to the applicant through online. The status of the grievance filed in CPGRAMS can be tracked with the unique registration ID provided at the time of registration of the complaint. CPGRAMS also provides appeal facility to the citizens if they are not satisfied with the resolution by the Grievance Officer.After closure of the grievance if the complainant is not satisfied with the resolution, he/she can provide feedback. If the rating is `Poor', the option to file an appeal is enabled. The status of appeal also can be tracked by the petitioner with the grievance registration number.
Grievance Committee
VSSC displays all the details of retired employees of VSSC/ IISU(from joining to retirement and pension details including revision of pension in each intervening period) through the site vssc.gov.in/ employee portal. Our pensioners utilize this facility for their day-today requirements like information regarding present basic pension, hospital room rent eligibility under CHSS Scheme etc. In addition to the above, revision of pension based on the Central Pay Commissions, Government Orders and Hon'ble Court Directions are also displayed in separate columns which can be easily accessed by pensioners. In this software, pensioners can register their grievances in a column provided for the same for immediate and prompt redressal of their grievances. The pensioners are utilizing this facility effectively for the redressal of their grievances. In addition to the above, the latest Government orders are uploaded in this site to enable the pensioners to view and have access to the latest orders.
As per the directions issued by the Govt. of India/ Dept. of Space, VSSC is conducting pension Adalats in frequent intervals to redress the issues of pensioners. Pensioners can register their grievance to the Pension Adalat by post or through email. The Pension Adalatis chaired by Director/ Chief Controller, VSSC and invitees from Bank, DP& PW and Senior Officials of Accounts and Administration will be available to discuss the grievances of the pensioners.
